California Research Fund (SB 895) Passes Out of Appropriations Committee

In a surprise move, SB 895, the California Science and Health Research Bond Act, has passed out of the Appropriations Committee on a 12-to-1 vote. The bill had been stuck in Appropriations since July, and it missed the deadline for the 2026 ballot. It is now first in line, should it be passed, for the 2028 ballot.
As suggested by the lopsided vote, the bill is popular among lawmakers after a six-month-long campaign that included a petition signed by over 2,800 UC faculty, meetings with elected officials by Faculty Association members, the UAW, many other organizations, and an endorsement from the University of California Office of the President (UCOP).
The bill’s reduced size is disappointing, but not a done deal. We can ask our Assembly Members to amend the bill on the Assembly floor to restore it to $12B and then pass it by August 31st.
