Dear President Drake and UC Regents,
After the Council of UC Faculty Associations sent its letter of October 30 objecting to unreasonable increases in health benefit costs to President Drake and copied to the UC Regents, several faculty members contacted us to ask if we would open up our letter for others to sign. Since then, about 1,600 faculty members have signed on to the letter, and we list those names at the end of this letter. Over 400 faculty members also included testimonials about how the sudden, drastic increases in health benefit costs will affect them and their families. Many also objected to the lack of consultation and notice. We have provided a sampling of those testimonials below, followed by the list of signatures:

I have 4 family members insured through the program! I am deeply aggrieved that the university decided to use open enrollment to divulge this news, rather than a more transparent method. … This is a shady method of communicating a change. Here is yet one more self-inflicted wound delivered by a tone-deaf administration at a moment when we are still working through morale issues from the strike. It deepens the fissures between decision-makers in the admin and everyone else. What a shame.
I am the primary ‘breadwinner’ in the house. The increased cost of living and lack of increases in faculty salary has resulted in historically large differences between private sector pay and faculty pay that it doesn’t make sense for me to continue working here. Certainly not a 7-day a week job like most faculty seem to work.
It adds a significant factor to the mismatch between faculty salaries and the cost of living in the Bay Area, and it impairs UC’s ability to recruit faculty talent competitively.

Everything about this—from the timing of the announcement, to the absence of clear information comparing 2023 plan costs to 2024 costs so that individuals could at least know how much more they will be paying per month, to the nontransparency about whether UCOP is assuming any of these extra costs—is cause for anger and shows how little UCOP respects its employees. I am a renter who every month throws away 2/3 of her salary on rent; yet renting allows me to afford basic necessities in a way that a mortage would not. A 2% salary adjustment for inflation is not going to cover a 74% increase in payments to Kaiser. More and more people of whatever age are facing serious health issues due to multiple COVID infections, which the university is now doing nothing to limit. This combination of soaring costs, increased health burdens, and worsening access to basic healthcare is totally unacceptable.
As a recent hire, the financial burden of homeownership in the SF Bay Area is already pushing our monthly expenses to the limit. The sharp increase in health care benefits only makes working at UC Berkeley an even more untenable career path, even for tenured faculty.
My family is already on the financial edge. Our salaries haven’t even come close to keeping up with inflation in child care, food, and housing. At this point, in order to pay for the increased cost of healthcare, I am going to have to cut all remaining extracurricular activities for my older kids. Next up is paying for after-school care. I honestly don’t know what I’ll do at that point.
Working for this university, in this part of the world, has meant always living at the margins of my income – and often not making it to my next paycheck. Even academic salaries at this renowned institution do not pay enough to allow most members of this community to live in or even near this community. I made a Faustian deal to be proximate – to be available and present for my colleagues and students. But now I await news of my last promotion. I await a stipend from additional work I have been performing since August. Now I also await a still smaller paycheck – one which will not sustain my family over the coming month. And to make matters worse, I also must wait for appointments at Kaiser, which seems, like our university, to be suffering a major failure of infrastructure. I would have hoped this moment an opportunity to renegotiate with Kaiser for a better level of service, instead of a large increase in cost for UC faculty.
My monthly premium will increase 172%, consuming one-third of the raise I received with tenure — which arrived 4 months late. The impact on me is that I feel more and more certain that the UC system only negotiates good deals for union members, and that faculty need a powerful union affiliation to address the pattern of reduced benefits I have observed over the past 11 years that I have been a member of this faculty.

For a single working parent of a family with a child, insuring myself and my entire family through the UC Health Savings Plan, the almost double increase in monthly payments is surprising and definitely does not match the inflation-based adjustments of salary.
We have a very tight budget with a mortgage and this type of unplanned increase will affect our ability to meet our mortgage payments.
Two-thirds of my income goes to rent and I do not have a trust fund or supplemental income from a partner or family member. There are no additional funds available for my health care expenses, making an already unsustainable job even more unsustainable.

I will have to change my plan due to the costs increase and this means that I will need to change one of my doctors (my allergist) and there is no other allergist in the Davis area. This means I will not be able to get the care I need.
My salary is such that this increase will have a huge impact on my ability to meet all my financial obligations. It seems unfair and cruel to implement an increase with little or no input from those impacted. I want to see the actual numbers for vendor increases and UC contribution, as I find it difficult to believe the exorbitant increases are necessary.

I find the bland statements on how much insurance is going to increase super offensive. I’m insuring myself my husband and my baby. I have developed serious post partum health issues, I need a PPO, and this increase is beating my merit increases and pretty much everything. My only options are consulting on the side, quitting this insurance overall, considering another job. We simply CANNOT afford this when we now have daycare expenses too. It is preposterous.
I use an HSA for my partner and I since hired at UC Davis. There is no way our COLA of 4% covers an increase in health care at more than 193%.
I will have to change my plan due to the costs increase and this means that I will need to change one of my doctors (my allergist) and there is no other allergist in the Davis area. This means I will not be able to get the care I need.

as a trans assistant tenure track faculty i barely make enough to get by as is. a health care cost increase would prevent me from getting much needed trans-affirming care.
The cost is making me consider ACA plans. Besides the cost, it is unacceptable that there was 0 notice period and we are just expected to upend everything and spend time on deciding healthcare plans this week. Moreover, I JUST did this a few months ago when I joined. It is unacceptable that they did NOT tell me at the time of joining to NOT waste my time optimizing the right plan for me because healthcare costs are about to go a MAJOR OVERHAUL. This is how UC Davis treats their new faculty — all those information & mentoring sessions about “protecting our time” are seeming very superficial right now.
We are in the unfortunate Health Savings Plan group, and our family is expecting a baby in January. Having our anticipated health insurance cost triple is impacting our decisions on housing, childcare, etc.
UC Irvine

Our family will likely have to change insurance providers, which will require us to change primary care doctors and specialists when we have no desire to do so and have to get to know a new primary care provider.
My impression is that UCOP is doing this to recover costs associated with the recent faculty salary increase. My salary increase is essential to staying afloat during this period of inflation, and has now been completely offset by the increase in my monthly healthcare bill. We received no advance warning about the change in rates. I could have switched to my wife’s plan if I had received earlier information during her open enrollment period that ended October 13, 2023.
The exorbitant increase represents a nearly 200% increase in my monthly payment. My family and I have established health care providers and this increase may result in needing to change plans, which would represent a loss in continuity of care for some substantial ongoing health conditions. It is alarming that the faculty are expected to bear the brunt of these increases with no evidence that the system is contributing in an equal fashion. These increased costs will also likely impact different groups of faculty disproportionately. Basing the costs (and increases) solely on income is wrong as this will burden some groups more than others – ie households with a single income and dependents (disproportionately women).

I am certainly gonna go bankrupt. I am borrowing money to get by month to month and now this insurance cost increase is going to significantly impact my ability to put food on the table. If the university does not increase my salary proportionally to the increased costs, I have to leave UC Irvine and look for an institution that truly cares about its employees.
This is coming at a time when we are also helping towards our parents’ healthcare expenses, a situation that many of us face, it truly feels as all I am doing is work for the health insurance industry alone! At the same time, services are going down, it takes more time to schedule procedures, insurance needs authorizations and lengthy hours on the phone that have never been the case in the past.

Especially now that student loan repayments have resumed, I am already financially burdened & can barely make ends meet from month to month. It’s appalling that my employer—to which I have invested my labor for more than sixteen years—is now retracting its due measure of support for my health & wellbeing. Healthcare is a human right, not a luxury to be afforded by the wealthy minority. Perhaps we should all withhold our labor until the institution recognizes this. If forced to work under the stress of financial insecurity, surely we will all fall ill & be unable to work anyway. I know this reality intimately as I grew up in the welfare class & know well the dysfunction caused by poverty, including myriad physical & mental illnesses that rob people of their vitality & ability to work.
I will have to drop my children from my plan; their father will now have to cover them, giving my abuser more control over me/my children and reducing the child support payments I receive. I will also downgrade to an HMO plan (for the first time ever in my life), and I will STILL be paying more than I am now. This is devastating for me, a single mother.
The estimated costs for my monthly health plan contribution have tripled. UC, with its large employee pool, should have the bargaining power to negotiate better terms. Moreover, in this high inflation environment, this represents another economic shock for employees to bear.

Given the paltry COLA that does not attempt to cover inflation in the last year and now has salaries falling behind, these increases to my family healthcare with Kaiser are interpreted by me as yet another disguised pay cut. When will administration in the UC see a reduction in personnel to make up for the needless bloating of its budget? And do we want to see faculty unionize and strike, like graduate and undergraduate students? This is where we are headed.
I cannot afford the 171% (!!!) increase for my current plan, so I’m being forced to switch to a different plan for myself, my spouse and two children, resulting in a concerning disruption in the continuity of care we are receiving.
This is unreasonable and the rollout of it seems to have been calculated to make protest as difficult as possible.

I honestly might leave the UC system. I can’t keep up with all these costs being dumped on faculty with no discussion or respectful enhancement. We do all the work to pay for everything and you don’t invite our input. I am exhausted from all this, incredibly disappointing, and need an institution that appreciates my contributions. I can’t do the work I am expected to do and compete with my colleagues elsewhere for grants and contracts when I am constantly buried in higher costs loading onto them for salary and fringe.
This increase will cost me $827 a month. I am considering resigning my supplemental life insurance, disability insurance and stopping my 403B retirement in order to pay for this increase. I have a family member with long-covid under my UC Care; for this reason retaining our health insurance and doctors is very important and vital for us.

As a junior faculty member at UCLA, it is very challenging economically for us especially because the high cost of living, day care cost, student loan cost etc. This increase in healthcare costs will have huge impact on this economic burden and is unreasonable, especially considering the cost disparities that we see in compensation in the UC system.
I have $40k in student debt, not to mention credit card and auto debt to boot. A major increase in health care cost will surely strain my budget further as I try to pay off debt and mount some paltry savings.
I have the Health Saving Plan and the increase is unprecedented and totally unreasonable. I am still paying college education for my kids!

My UC insurance covers my husband (who cannot work right now due to a disability) and my daughter. We live in Merced and use the Blue & Gold HMO plan, which restricts our provider network to those within a 30-mile radius — a gross inequity solely affecting UC Merced, which is the only UC campus in a rural area & health provider desert. We would like to switch insurance plans to access specialist care that is unavailable in Merced, but cannot do so due to the extreme price increases this year.
I am the lone earner in my family and we have some serious and continued medical bills to attend. This increase will stretch my limits.
We should get more and early information from campus or ucop on these matters

I have three children, one of whom has special needs. She had surgery earlier this year and needs continuity of care via UC Davis Health. The UC Blue and Gold HMO is already expensive, but I opt for it for the sake of my children’s health. This year my insurance payments are suddenly increasing by 15%. This is a huge burden on my family. A large percentage of the pay increase we received this October will go toward meeting increased benefits costs. In combination with the inflation everyone is facing for food, electricity, etc., it means despite working for five years at UC Merced, our family is seeing virtually no improvement in quality of life.
We are already near bankruptcy since moving to CA. We can’t afford power, exorbitant utilities, student loans, gas, etc. We have changed health insurance 3 times in as many years to find affordable and decent care in the healthcare desert UCM is in. It has taken a disproportionate amount of time for me to try to find new providers, fight over billing errors, and put in tons of tickets with UC Path to correct errors over open enrollment and other benefits. Now we have to take on advocacy roles to fight inexplicable increases and additional time to learn about these changes, all of which is placing enormous roadblocks along the path to tenure and good teaching—especially for moms and others who run the household in terms of budgets and healthcare.

With such a big increase, this will become a negative factor to recruit new and high-quality faculty members, in addition to driving the current members to leave the UC system.

This increase in health cost is truly outrageous. It is forcing us to change my daughter’s health care plan to the cheaper option, which means that she’ll be losing access to her longtime, beloved pediatrician. But the worst thing about this entire situation is that the UC administration did not warn us about the increase in health costs, nor did they include us in the decision-making process around health care access. Instead, we were informed after the fact.
This increase certainly has a negative impact on my family as I am the only income source for my family. It is unreasonable that salary increase is only 5% while healthcare costs increases 74%.

Due to the steep and unannounced rate increases, we realized that the PPO plan which allowed our daughter to continue seeing the pediatrician who’s followed her since her birth is no longer affordable to us. We will have to scramble and find another doctor for her, which we are very unhappy about.
I will have to forego critical medical care for a chronic condition due to these increases.

This is a hardship for my family and makes me consider leaving UCSD.
My family’s health savings plan premium tripled. Low cost monthly premium was the primary reason I picked this plan ten years ago. In return, I pay high out of pocket expenses. Now it will be high premium plus high out of pocket medical expenses. What’s the point to even have such a plan? Tripling medical insurance premium in one year feels like highway robbery, and gross mismanagement. Next year, do this again, and we will all be priced out of medical insurance.

My healthcare insurance has increased by more than 15% at the same time that my car and home insurance through the UCSD negotiated vendor has hit a striking 80% increase, while our raise is barely 5% a year. The cost of living is becoming overwhelmingly unbearable.
This huge increase in costs profoundly affects my family; with very little opportunity to adjust to a 74% increase, we feel unnecessarily unprepared to absorb this new expense.

I am facing the hard decision of keeping my current insurance at a premium I cannot afford or changing my health care. As a transgender woman, this will mean potentially losing access to life-saving gender-affirming procedures when I need them most, likely forcing me to pay out of pocket for treatments that should be covered by insurance. I am being forced to choose between paying my rent and taking care of myself.
I’ve just logged in to enroll and I’m taken aback. The monthly premium for the HSA has skyrocketed from $200 to $842. I’m struggling to comprehend how the institution expects us to absorb such a drastic increase. This surge far exceeds the cost of living adjustment we received this year.
UC and senior leaders are always pushing an increased share of contributions onto employees and external funders. a high level of dysfunction and asymmetric money grabs at UC harms its employees
At UC, there’s a common phrase called the “golden handcuffs” – it refers to the numerous benefits and job security that we get here that make faculty want to stay, rather than leave to form our own businesses. Yet, at the current health insurance rates, we are getting benefits no different than we would get if we started our own businesses. Having great insurance is a key selling point at UC. These price hikes are a major deterrent.

I am alarmed by what this will mean for my ability to recruit and retain staff and junior faculty to an already expensive geographic region. It is already so difficult to keep our team intact when team members can earn so much more in the private sector. At least UC benefits were a plus…not so much anymore.
As a public institution, UC should be transparent about the insurance premiums being charged by insurance companies and the portion of those premiums UC subsidizes for each category of staff and faculty.
These are not manageable in today’s economy. Plus UC wasting precious health care dollars by hiring third parties such as Accolade that performs poorly, adds costs, and does not benefit UC Care.

I pay for my health insurance and the health insurance for my family members with federal grants that cannot support such increases.
I am a single mother of two children with sole responsibility for paying the mortgage on my home in an increasingly expensive city. These health care cost increases are an insult to the work that we provide as health care providers ourselves, and our recent efforts to step in during a global pandemic.
This sudden and substantial increase in healthcare costs will force me out of academic medicine.
Living in the Bay Area is already excruciatingly expensive and our Departmental salaries only recently reached the national median. For those of us with medical training debt, which includes myself, as of last month, we must also resume payment on our loans. The monthly loan payment for many is considerably higher than previously. Taken all together, our salaries are not comparable to the increased cost of living, many of us are still paying off education debt, and now we have to pay excessively more every month to keep ourselves and our families insured. This is not financially sustainable for myself and my family

This adds to the ongoing financial hardship of working and living in San Francisco with a family. It’s beginning to become financially impossible to survive, let alone thrive and is a major consideration for most of the recent faculty departures.
It will make it difficult for me to remain on a PPO which is an issue as I am actively expecting our first child and will be giving birth in April 2024. I have already established care with a provider and I do not want to change my provider mid pregnancy.
This significant cost of living increase will only serve to push additional hardworking people, particularly those from disadvantaged backgrounds, out of the UC system. Salaries at my institution are *already* below a livable wage. The result is that the only faculty and staff who can thrive here are those who (1) have a spouse with a very high salary/good benefits, and/or (2) were lucky enough to come from families with significant multi-generational wealth. The lack of attention and priority given to this disparity contradicts a supposed commitment of UC to promote diversity, equity, and inclusion, as this selectively penalizes those from less wealthy backgrounds. In the past year, an unprecedented number of faculty and staff have quit my institution to seek jobs elsewhere that pay livable wages. This cost of living increase is only another step, another blow that will push even more to leave the UC and will further exacerbate the exodus that we are already witnessing.
UC Santa Barbara

I live alone with my son, who is on the spectrum. Increasing health care cost will greatly have an affect on our health care needs (visits to physicians, therapists, medication).
Our expenses out of pocket this year were already huge. My husband cannot work because of a serious injury. An increase in the cost of our health insurance would be a significant hit in our finances.

My family can barely survive in Santa Barbara, after more than 13 otherwise productive years at UC. Increasing healthcare costs without addressing stagnant wages amounts to a pay cut. Frankly, I’d never imagined that academic success as a tenured professor would look like this… struggling to make ends meet, and being left out of the decision-making of the university where it matters most to our people.
My daughter is special needs. As it is, I am already paying for most of her services out of pocket as there are no in network specialist for many of her needs. These additional premiums will limit my ability to continue paying for all the services that are beneficial for her.
I’m facing a $300/mo increase for my family, making childcare impossible. This will affect how much research I can devote time to.
The cost of living near UCSB is so high already. Most folks have been priced out of below market faculty housing. I simply do not understand how UCOP expects anyone at most UC campuses – faculty, staff, or students – to be able to live without constant financial stress and hardship.

These healthcare increases coincide with the end of college loan repayment pauses. To assure I make 120 on-time payments to MOHELA (plus rent, bills, savings, emergency $), I will need to cut back on variable costs. One never wants to put monthly grocery in that category. (Now, this is looking more like a luxury expense given the rising cost of living in and around all UC campuses.
I am struggling already with housing and childcare costs and am often unable to cover basic needs like food or gas at the end of the month because my family only has my income. These cost increases nullify our annual cost of living increase and put our income at a deficit compared to last year. I’ve already significantly cut my childcare hours and reduced the amount of food and basic needs I buy for my family. But now with these increases I might no longer be able to afford both healthcare for my child and other bills like phone or car insurance. Cancelling my phone and internet will greatly decrease my research productivity it might be the only option I have.
UC Santa Cruz

I am the sole-income supporter for my family of three. We have no savings and, although I am a full professor, we still struggle to make my paycheck last all month in an environment where all costs are rising dramatically year by year. As well, the quality of health care (the top tier UC Care plan, which is the only plan that provides access in Santa Cruz to Palo Alto Medical Foundation care) has been declining rapidly. Waits for doctor visits are longer, copays have been higher, reimbursements have been delayed or absent, quality of care is worse.
Santa Cruz is notorious for its high cost of living. The recent increase in health benefit costs is extremely alarming and raises insecurity about the future, especially since there is no transparency about what was done to negotiate with health insurance companies and what will be done in the future. This issue will adversely impact thousands of employees. It can also impact the retention of faculty and the retirement plans of senior faculty. It is disheartening to see such lack of commitment and appreciation for your hard-working academic employees.
My son is a cancer survivor. We hit the out-of-pocket maximums already every single year. Now we will have to more than double our monthly payments! At the very least, you could publish (1) how much the cost to the UC went up for each plan, and (2) how much the UC share of payment went up for each plan.
As a retired faculty this impacts me and my wife and means we must choose a less comprehensive plan and thus decrease our health coverage (as we age) or pay these surprising new prices.
I don’t understand this high of an increase, especially given my partner’s health insurance, at a separate employer, went down for this next year.
No notice means no planning on our part. This is an unacceptable way to run things.

I am a single parent of two adoptive adult daughters with special medical needs. The increased cost of health care and costs of specialized care are often financially overwhelming. As an aging mother, I also have increasingly complicated medical needs, making it difficult to afford care at the level I feel I need (UC-Care).
I am a disabled faculty member who also lives with complex chronic illness. Managing my health care with my current plan — particularly in Santa Cruz, where the cost of living has soared astronomically, salaries have not even kept up with basic inflation, and access to actual doctors and hospitals is extremely limited — was already difficult. This increase will not only eat into our family budget, but it also sets a terrible precedent with health insurance companies. Health insurance is the one consumer arena in which we do not ever have “leverage” as consumers: the threat to “leave,” especially when one is sick, is hardly a “threat.” We count on our employers — in particular, large employers like UC, to exert the necessary pressure to get us the best coverage possible. Without details about how these negotiations happen and clarity on what each side of the contribution will be, there is no way to be sure that UC is keeping its promise to us. I also note that, in keeping with recent declarations by the NIH, NIMH, and NSF, people with disabilities, racial and ethnic minorities, and LGBTQAI+ individuals are recognized as specifically suffering from “health inequality” and will be unequally impacted by this policy shift.
I am very disappointed in our leadership at UCOP around this issue.
The 2024 increase in my family’s health care premium will be equivalent to my entire 2023 cost of living salary adjustment. Or to a monthly car payment, if you want to think of it that way (which I do, because we need a new car that we now can’t afford). So it feels like we’re treading water, even as everything else (child care, etc.) keeps getting more expensive. This strikes me as a disguised furlough.

I will be unable to afford my current healthcare plan (PPO) which means losing my current GP/internist and my surgeon, both of whom have been critical to my wellbeing at this time. The plan was already costly, but the 26% increase amounts to an untenable expense when, as an assistant professor, I am still seeking housing in the high-price real estate market of the Santa Cruz area. Please reconsider the pricing structure – our health, quite literally, depends on access to affordable care.
I currently have the PPO plan, for myself and my son, mostly because it allows us access doctors at Stanford. My son and I both have a life threatening heart condition and Stanford is the best for cardiac care in the region. However, my premium will go up from about $115 a month to $300 a month, under my current plan. I’m nervous about the decision I now have to make, within the open enrollment period (ie whether to absorb the new costs or find new doctors). All I can say is that these increases put us in what feels like an awful position.
The rate of inflation is rising so quickly that we’re paying more for the same goods and services now than before the recent “cost of living” raises. Along with severe housing issues and childcare issues that the UC refuses to address (despite a long history of advocacy from faculty & staff), now extreme healthcare costs are being added to the list. The UC needs to start taking staff and faculty concerns seriously and actually do something about these compounding issues to make it feasible to continue working at this university.
